(Kyiv) – Ukraine has announced its 2025 budget with a strong emphasis on security, allocating over $53 billion to defense in a bid to address the ongoing conflict with Russia and safeguard national stability.
Ukraine’s defense spending for 2025 will account for 26.3% of the nation’s GDP, a figure surpassing the 2024 allocation by $1.14 billion. This prioritization underscores the country’s response to the persistent threats posed by the war. Ukrainian Defense Minister Rustem Umerov emphasized the critical role of the budget in bolstering the nation’s defense capabilities and supporting its armed forces.
The allocation includes $27.84 billion for payments to soldiers, a $240 million increase compared to 2024. A further $17.74 billion is set aside for procuring and modernizing weapons, ensuring the Ukrainian army remains equipped with advanced systems to maintain effective combat readiness. Another $1.32 billion will be dedicated to upgrading production capacities within Ukraine’s defense industry and fostering the development of innovative technologies.
Significant funding has also been earmarked for the acquisition of unmanned systems, such as DeepStrike, highlighting Ukraine’s investment in modern warfare solutions. Minister Umerov described the budget as both a response to current wartime challenges and a commitment to securing a peaceful future for the nation. “Every hryvnia is an investment in victory and a peaceful future for Ukraine,” he stated.
Economic recovery remains a critical challenge for Ukraine, compounded by the ongoing conflict. Despite an anticipated GDP growth of 3.2% in 2024, the country faces a substantial budget deficit. External aid of approximately $90 billion will be required over the coming years to stabilize the economy and finance reconstruction efforts. This economic strain underscores the importance of international support.
Ukraine’s defense strategy has been bolstered by commitments from allied nations. Umerov reported that intensive negotiations during the fall of 2024 secured financial pledges of €12.6 billion, $10.7 billion, and £3 billion from international partners to support Ukrainian forces in the next year. Additionally, the Baltic States—Lithuania, Latvia, and Estonia—have agreed to allocate 0.25% of their GDP to Ukraine in 2025. Denmark will contribute €8.7 billion until 2028, and the UK has committed £3 billion annually until 2031.
