EU to Send €1.5 Billion Monthly to Ukraine in 2025

(Kyiv) – The European Union has reaffirmed its commitment to supporting Ukraine with substantial financial aid throughout 2025. António Costa, the newly appointed President of the European Council, announced during a press conference in Kyiv that the EU will allocate €1.5 billion per month to Ukraine starting January 2025, alongside an immediate €4.2 billion budgetary boost by the end of 2024.

“We are providing €4.2 billion in immediate budgetary support, and starting next year, €1.5 billion in monthly assistance. These funds, sourced from frozen Russian assets, may also be utilised for military needs,” Costa stated.

The financial aid comes amid the ongoing war, with Ukraine facing devastating attacks on civilian infrastructure and energy systems. Costa condemned these Russian assaults as violations of international law, emphasising their impact on vital services like electricity, heating, and water supplies.

Costa also outlined the EU’s broader strategy to counter Russian aggression, highlighting plans for a 15th sanctions package. This new round of sanctions will focus on restricting Russia’s ability to sustain its war efforts.

“We are intensifying economic pressure on Russia. The Kremlin’s nuclear threats not only endanger global security but also undermine the UN Charter’s principles of sovereignty and territorial integrity,” Costa added.

The EU has pledged to assist Ukraine in repairing its energy infrastructure, which has suffered significant damage from Russian missile and drone attacks. Costa assured Ukrainians of the EU’s unwavering support in humanitarian, economic, military, and energy sectors.

This unannounced visit to Kyiv was Costa’s first official engagement as European Council President. He was joined by Kaja Kallas, High Representative for Foreign Affairs and Security Policy, and Marta Kos, Commissioner for Enlargement. Together, they demonstrated the EU’s unified stance against Russian aggression and its commitment to Ukraine’s sovereignty.
