(Oslo) – Norway’s parliament has approved a significant increase in financial assistance to Ukraine for 2025, raising the aid package to 35 billion Norwegian kroner ($3.16 billion) after extensive negotiations between the government and opposition parties.
Norway has been a steadfast supporter of Ukraine since Russia’s invasion in February 2022, providing considerable military and humanitarian assistance. So far, the Norwegian government has allocated 52.6 billion kroner ($4.7 billion) to Ukraine, with 28 billion kroner ($2.5 billion) dedicated to military support and 24 billion kroner ($2.2 billion) for civilian aid.
Initially, the government proposed a 15 billion kroner ($1.4 billion) package for 2025 in its state budget. However, opposition parties criticized this as inadequate. Following negotiations, the parties first agreed to increase the amount to 30 billion kroner ($2.7 billion), which was later raised to 35 billion kroner ($3.16 billion) during a parliamentary session on November 28.
Prime Minister Jonas Gahr Støre emphasized the importance of the decision, saying, “This is an important signal to Ukraine, which is experiencing difficult trials, and an important signal to those who are attacking.”
The new allocation builds on the existing Nansen support program, initially approved to provide 75 billion kroner ($6.8 billion) to Ukraine through 2027, with an annual commitment of 15 billion kroner ($1.4 billion). Earlier this year, Norway proposed expanding the program’s funding to 135 billion euros ($142 billion) and extending it to 2030.
