Zanzibar’s First Vice President, Othman Masoud, has outlined seven critical areas that require urgent reform ahead of the 2025 general elections. These areas were highlighted during a meeting with Andrew Lentz, the Deputy Ambassador of the United States to Tanzania, on August 13, 2024.

Othman Masoud’s proposed reforms include providing legal identification cards for citizens, ensuring accurate voter registration in the Permanent Voter Register (PVR), eliminating and controlling phantom voters, and preventing fraud during the election process. He also emphasized the need for an independent electoral commission, fair elections, respect for electoral outcomes, and avoiding the use of security forces during elections.

These details were shared in a statement from the First Vice President’s Office on August 13. Othman made these remarks during a visit by the U.S. Embassy delegation, led by Deputy Ambassador Andrew Lentz, at his office in Mazizini, Zanzibar.

Othman stressed that restoring public trust in the government and electoral authorities requires eliminating fears and unfair election practices. He stated, “To restore faith in the government and authorities, it is essential to eliminate fears and oppressive election systems. There is no alternative but to have good political intentions and practice democracy effectively.”

He reflected on the state of multiparty politics since its introduction in Zanzibar in 1995, noting that past elections have often left a trail of pain and scars, impacting the nation’s peace and development negatively. Othman highlighted the 2020 general election, where 21 people lost their lives and 38 others were left with permanent disabilities.

In terms of economic development, Othman emphasized that Zanzibar needs transparency and accountability to attract external investments. He pointed out that investors are more likely to invest in stable and peaceful regions. He also called on the U.S. government to continue supporting the Zanzibar Revolutionary Government (SMZ) in ensuring reliable electricity supply, which is crucial for self-reliance and accelerated development. Additionally, he sought support for the implementation of the Blue Economy Policy.

Othman identified significant economic opportunities if the youth are empowered in sectors such as fishing, agriculture, and livestock farming. He believes that this will enable them to create their own jobs and contribute to national revenue.

In response, Deputy Ambassador Lentz committed to continuing the partnership between the U.S. and Zanzibar. He emphasized the importance of citizens gaining assurance about their trust and peace leading up to the upcoming elections. Lentz mentioned that during their visit, they engaged with several young people, some of whom expressed concerns about potential issues in the upcoming election.

He affirmed that the U.S. will maintain its long-term cooperation with Zanzibar, focusing on priorities such as health, education, infrastructure, governance, and accountability.
