Kigezi Region, Uganda – Police in Kigezi have apprehended Fosta Twizemana, a Rwandan herdsman, on charges of defiling his six-year-old daughter. The disturbing incident occurred on July 26 in Kayebe Cell, Kigara Parish, Kamwezi Sub County, Rukiga District.

According to Kigezi police spokesperson, Elly Maate, Twizemana was at his farm with his wife and their two daughters, aged 2 and 6. While his wife was occupied with farming activities, Twizemana called the children over and separated the younger daughter from the older one. He then allegedly assaulted his 6-year-old daughter before sending her back to her mother. The mother, noticing her daughter’s distress and blood stains, investigated and learned from the child that her father was the perpetrator.

The mother promptly reported the incident to Kamwezi Police Station. Twizemana was subsequently arrested and transferred to Central Police Station in Rukiga for further processing. Mr. Maate condemned the act as “barbaric and uncultured,” emphasizing the failure of a parent to protect their child.

Local leaders, including LCIII Chairman Tedson Niwagaba, have noted a rise in criminal cases involving Rwandan nationals. In response, the security committee has mandated that Rwandan laborers without travel documents be sent back to their home country. Those wishing to return to Rukiga must possess valid identification and register with the local authorities to facilitate proper tracking and accountability.

Employers of verified Rwandan nationals will also be required to account for their workers’ behavior, ensuring greater oversight in the face of rising criminal activities.
