In a recent address, President Samia Suluhu Hassan emphasized that the leadership changes she has made are intended to enhance the efficiency of public service. Speaking on August 15, 2024, in Dar es Salaam, President Samia urged newly appointed leaders to apply their professional expertise and to improve their performance where necessary.
During a brief speech, lasting less than three minutes, President Samia assured that she would meet with the appointees individually to discuss their respective sectors. She stated, “What I want to emphasize is what the Vice President said about bringing your professional expertise to your roles and using ‘common sense.’ Where you see that ‘common sense’ can be effectively applied, use it. Improve, work hard, and serve the people.”
The President highlighted that the recent changes in leadership are routine and aimed at boosting performance. She stressed the importance of adhering to ethical standards and work ethics, stating, “We expect you to improve efficiency in your areas. You have taken an oath of ethics and your religious vows, and you should live by those oaths and follow the required work ethics.”
In the same ceremony, Chief Justice of Tanzania, Professor Ibrahim Juma, addressed the challenges faced by developing countries. He remarked that issues related to laws, budgets, or institutions are not the primary challenges; rather, the problem lies with those entrusted with implementing the laws.
According to Professor Juma, many appointees possess personal habits and customs that undermine the objectives of the laws. “When we go to our workstations, while reviewing the laws, we must also reflect on our own behavior. Do we have negative thoughts or habits that prevent laws from working effectively?” he said.
Additionally, Professor Juma stressed the importance of citizens fulfilling their responsibilities as part of a functioning democracy. He noted that while there is a strong emphasis on demanding rights, it is equally important to fulfill one’s duties. “Many people focus on demanding rights but forget that democracy is built on accountability. As a citizen subject to the law, how well do we meet our obligations?”
Vice President Dr. Philip Mpango also addressed the appointees, urging them to honor their oaths and meet President Samia’s expectations of providing quality services to Tanzanians. “Each of you should work diligently and collaborate with other leaders in your positions to ensure we progress as a nation,” he said.
