The largest subsidy deals struck in Topeka since 2019

TOPEKA (KSNT) – The Kansas Department of Commerce (KDC) keeps track of the various programs that offer subsidies to businesses in Kansas. Since 2019, companies in Topeka have accepted more than $450 million in federal and state funds through financial stimulus and bonds.

The Walmart Distribution Center in Topeka took the top spot as the highest appraised property in the county in 2023.

The largest deal struck in the Capital City went to Reser’s Fine Food Inc. in 2019. Reser’s was given a $157,721,709 property tax exemption deal that could last up to 10 years as part of the Economic Development Exemptions (EDX) program.

The largest three subsidies the city has seen since 2019 went to Reser’s Fine Food Inc., Walmart Fulfillment Services and The Congregational Home, also known as Brewster Place.

The companies were offered:

  • Reser’s Fine Food Inc. – $157,721,709
    • Offered an economic development exception (EDX). The subsidy offers a property tax exemption for up to 10 years.
  • Walmart Fulfillment Services, LLC – $150,000,000
    • Offered an Industrial Revenue Bond (IRB). The bonds provide exemption from federal income tax but must be paid back and may include interest.
  • (The) Congregational Home – $49,525,000
    • Offered an IRB.

Other subsidy programs making a difference in Topeka include the State Park Revitalization and Investment in Notable Tourism (SPRINT), Building a Stronger Economy (BASE), Promoting Employment Across Kansas (PEAK) and Community Service Program Tax Credits.

The next largest subsidy program behind IRBs and EDXs is BASE. BASE is an American Rescue Plan program with the goal of supporting businesses in Kansas following the COVID-19 pandemic. Since 2022, BASE has awarded $18.9 million in subsidies to four businesses in Topeka: Friends of the Free State Capitol, Friends of the Topeka Zoo, Inc., the Metropolitan Topeka Airport Authority and BioRealty, Inc.
